Both: though of course the tactic is more present today, given that other excuses for tyranny (divine right, inherent hierarchy) are less tenable.

Do you mean, "Tyranny claims to protect the vulnerable as a standard modus operandi in this current era of faux-liberal authoritarianism"?

Or are you suggesting that the trojan-horsing of tyrannical regimes under the guise of 'protecting the vulnerable' is a classic schtick that has been employed many times in the past?
